Senior Project Manager/Office Manager Promoted to Vice President

Ouyang Buck

Modjeski and Masters, Inc. (M&M) is pleased to announce the appointment of Yu “Buck” Ouyang, PE to Principal.

Buck joined M&M in 1991 and is the Office Manager of the Washington DC Office and the Director of the firm’s Railroad Service Business Unit. Buck’s bridge engineering experience is extensive, ranging from conventional designs to special projects of high complexity, and from feasibility studies to construction support services. He specializes in the design of fixed and movable highway and railroad bridges, and the assessment and rehabilitation of existing bridges.

His expertise extends to analysis of complex bridge structures, vessel collision risk assessment and protection systems, seismic analysis and retrofit design, fatigue evaluations, emergency repairs, and railroad live load analysis and instrumentation. Buck is recognized for his dedication to serving our clients and finding creative solutions to engineering challenges through high level analysis, efficient designs and special emphasis on proper detailing. He also brings extensive experience in project management and coordination of teams from different offices and subconsultants for successful delivery of large and highly technical projects. Buck is currently focusing on expanding M&M’s operations in the District of Columbia and surrounding areas and broadening the firm’s client base and service offerings to the railroad industry.

Throughout his 28 years with the firm, Buck has grown steadily in responsibility and expertise. He was vitally important in establishing and growing our Washington, DC office. His reputation for expertise with railroad bridges spans across the nation: he is often the first person that is contacted to provide emergency response engineering services for these bridges. Buck is an active member of the American Railway Engineering and Maintenance of Way Association (AREMA) serving on Committee 8 on Concrete Structures & Foundations and Committee 9 on Seismic Design. He has a M.S. degree in Civil Engineering from the University of Kentucky, and both an M.S. degree in Structural Engineering and a B.S. degree in Civil Engineering from Zhejiang University. Buck is a registered professional engineer in Louisiana.
