Since September 11, 2001, mass transit systems and infrastructure in the United States have become potential targets for acts of terrorism and extreme violence. The large concentrations of users of transportation facilities could be seen as lucrative targets for terrorists.  Large concentrations of human targets commonly occur in traffic jams and in queues at signals, tollhouses, and customs facilities. Lesser concentrations of human targets can be seen in roadside rest facilities and in traffic congregating for sports and other widely attended events.

 

Modjeski and Masters understands that the single highest priority of any transportation agency is safety. Since 2001 we have been proactive in the field of transportation security providing research and code development, vulnerability assessments, and bridge hardening analysis, design and detailing.   

 

Our President, Dr. John M. Kulicki, P.E., served as Vice Chair of the FHWA/AASHTO Blue Ribbon Panel on Bridge and Tunnel Security.  Our personnel have attended the Bridge and Tunnel Vulnerability Workshop sponsored by the FHWA Office of Bridge Technology, gaining knowledge on such topics as identification of threats, vulnerable member identification, structural response to standoff blast loadings, tools for prediction of blast loadings and structural response, and mitigation methods.  We have applied this knowledge on several or our recent bridge projects.

 

Modjeski and Masters can provide our clients with complete vulnerability assessments developed and completed in accordance with AASHTO’s “Guide to Highway Vulnerability Assessment for Critical Asset Identification and Protection”.  We can also develop prioritized countermeasures and oversee their implementation at your facility.
